A Guide to the Use of the CodeTheBritish Columbia Fire Code provides a set of minimum requirements respectingfire safety in existing buildings and within the community at large. Itsprimary purpose is the promotion of public safety through the application ofuniform fire safety standards throughout British Columbia.Historically,building code and fire code requirements were developed to provide propertyprotection, but current fire protection legislation gives increasing emphasisto matters affecting life safety. Life safety is a primary objective of theBritish Columbia Fire Code and property protection requirements are includedfor two reasons: they make a direct contribution to life safety, and for thepurpose of controlling conflagrations or large loss fires because these eventscan have serious social and economic impact on the community.TheBritish Columbia Fire Code contains safety measures for both the buildingoccupants and fire fighters.
Safe evacuation or rescue of the occupants, as wellas containment or control of a fire, are achieved through requirements for lifesafety and property protection. Although increased property protection isdesirable, any extra protection for existing buildings may not be economicallyfeasible, and the extent to which this Code can include such requirements mustbe based on risk assessment and available technical resources.TheCode is divided into 7 Parts: each Part is self sufficient with crossreferences to the building code and other standards where needed. A decimalnumbering system has been used throughout the Code.
The first number indicatesthe Part of the Code, the second the Section in the Part, the third theSubsection in the Section and the fourth the Article in the Subsection. Anarticle may be broken down further into sentences, clauses and subclauses, eachof which, as can be seen below, is in parentheses.2 Part2.8 Section2.8.2 Subsection2.8.2.1. Article2.8.2.1.(1) Sentence2.8.2.1.(1)(a) Clause2.8.2.1.(1)(a)(i) SubclauseAsummary of the contents of the Code follows:Part 1 Application and DefinitionsPart1 contains the definitions of all words throughout the Code that appear initalic type, and stipulates how the Code is applied. It includes the necessaryadministrative requirements to ensure that the technical requirements can beapplied with a minimum of difficulty.Part 2 Building and Occupant Fire SafetyPart 2 contains general fires safety requirements for all buildings. Itprovides for the control of common fire hazards, including those arising fromsmoking, open flames, storage and disposal of combustible materials, open airfires and incinerators, and addresses maintenance of fire separations, heatingappliances and systems and air conditioning systems. In addition, it includesrequirements for maintenance of fire department access and means of egress,establishment of fire safety plans and fire emergency procedures, and firesafety at demolition and construction sites. Part 1 — GeneralSection 1.1.
— General1.1.1. — General1.1.1.1. — Responsibility1) Unless otherwise specified, the owner orthe owner's authorized agent shall be responsible for carrying out theprovisions of this Code.1.1.1.2.
— Authority1) The fire commissioner is designated as theperson responsible for administration of this Code.2) The fire commissioner, inspectorsand local assistants are designated as the persons responsible for theenforcement of this Code and may issue orders toensure compliance where necessary.1.1.1.3. — Orders1) When making an order,the fire commissioner, inspectors and localassistants shall take into account relevant recognized standards and relatedsafety factors.2) An order shallbe made in writing and given to the persons affected.3) An owner or occupier of a building or premises shall, after receipt of the order,comply with it.1.1.1.4. — Appeals to Fire Commissioner1) A person adversely affected by the order made by a local assistant or an inspector may appealthe order to the fire commissioner.2) An appeal shall be made by registeredletter, mailed within 10 days after receipt of the orderby the owner or occupier.3) The fire commissioner shall promptlyinvestigate each appeal, affirm, modify or revoke the orderappealed from, and in writing communicate the decision and the reasons to theappellant and to the maker of the order.1.1.1.5. — Other Appeals1) Where an ordermade under this Code involves the loss or expenditure of more than $500, aperson adversely affected by it, if dissatisfied with the orderor decision, may, within 5 days of its receipt, apply for a review of it bypetition to the Supreme Court, and section 28 of the Actapplies for the purposes of this review.1.1.1.6. — Records1) Where this Code requires that records ofinspections, maintenance procedures or tests be retained for examination by theauthority having jurisdiction, such records shall beretained during the required time interval between the inspections, maintenanceprocedures or tests, or for 2 years, whichever is greater.2) The records required in Sentence (1) shallbe retained as part of the fire safety plan required in Section 2.8.1.1.2. — Equivalents1.1.2.1.
